CLC updates immigration guidance for construction
The Construction Leadership Council (CLC) has published an updated Movement of People guide to help employers navigate changes to the UK’s immigration system.
The update follows the government’s Immigration White Paper, with the first changes coming into effect this summer. It includes revised sections on the Skilled Worker visa and Immigration Salary List, a new section on the Temporary Shortage List, and additional advice on sponsor licensing and mutual recognition of professional qualifications.
Under the rules, overseas workers require a Skilled Worker visa sponsored by a UK employer. Most eligible roles are classed as higher skilled, though medium-skilled occupations may qualify if listed on the Immigration Salary List or the new Temporary Shortage List. The government has confirmed that the Immigration Salary List will be phased out by the end of 2026, except for care roles which will remain until 2028.
The Temporary Shortage List provides time-limited access to visa routes for roles where long-term shortages exist, provided there is a workforce plan in place and employers commit to domestic recruitment efforts. The Migration Advisory Committee will continue to advise on which construction roles qualify.
The CLC guidance also explains sponsor license requirements for businesses, EU settlement status, and how UK workers may operate in the EU.
