Paul Gandy appointed CIOB president

Paul Gandy FCIOB has officially begun his term as president of the Chartered Institute of Building (CIOB) for 2025/26. Gandy, who formerly served as chief executive of Tilbury Douglas and has over four decades of industry experience, takes over from outgoing president Mike Kagioglou.

In his inaugural address at CIOB’s annual Members’ Forum in Belfast, Gandy pledged to use the role to promote the vital contribution construction makes to key national and global priorities. These include the delivery of healthcare, education, renewable energy, transport, and utility infrastructure.

“As members of a professional body that is a critical enabler for delivering globally significant buildings and infrastructure, we have an obligation to be influencers in our own way,” he said. “It’s also our place to spread the word about all the good that our profession delivers, such as helping the world meet carbon-reduction targets and delivering safe buildings and infrastructure.”

Gandy emphasised the sector’s capacity to create lasting social value, both through its end products and the way projects support local employment and community development. He noted that many contractors are now taking a more structured approach to social value delivery, with dedicated managers and shared best practice on measurement and reporting.

Referencing the previous president’s focus on the UN Sustainable Development Goals, Gandy said this provided a “prime example of social value in action” and praised CIOB’s growing influence in shaping policy, regulation, and industry competence.

Gandy joined the industry in 1979 as a trainee engineer with Trollope and Colls and went on to hold senior roles at Lend Lease, Balfour Beatty, Kier and Tilbury Douglas. A CIOB member since 1987 and Fellow since 1999, he previously served on the organisation’s Board of Trustees.

Welcoming the appointment, CIOB chief executive Caroline Gumble said: “Paul’s many years of industry experience will be invaluable to our mission, particularly at a time of regulatory change and extraordinary demand across the sector.”
