FPS updates Working Platform Certificate
The Federation of Piling Specialists (FPS) has published an updated version of its Working Platform Certificate (WPC/4e), strengthening a long-standing safety framework that has helped to prevent rig overturning incidents across the UK piling industry for more than 20 years.
Developed originally in collaboration with the Health and Safety Executive (HSE), the certificate requires the principal contractor to confirm that working platforms are properly designed, constructed, and maintained for the specific tracked plant operating on them. The approach has since been recognised internationally as best practice and credited with a marked reduction in accidents involving unstable ground or inadequate working platforms.
The new guidance, released in July 2025, enhances previous editions with greater clarity on design, verification, and maintenance requirements. It includes more detailed data on plant configuration, platform material properties, geotextile reinforcement and drainage provision. Sustainability is now a key focus, encouraging platforms that are not only safe and efficient but also designed with cost and carbon performance in mind.
A revised inspection log has also been introduced, requiring weekly checks and the recording of any reinstatement following heavy rainfall, excavation or flooding, helping ensure ongoing compliance throughout the life of the platform.
“Working platforms remain the first line of defence against rig instability,” said Andy Heathcote, technical director at Keller and lead author of the update. “This revision ensures the certificate reflects current best practice while addressing new issues such as recycled aggregates, drainage, and sustainable design. It remains a vital tool in maintaining safety across our sector.”
FPS chair Malcolm O’Sullivan added: “The Working Platform Certificate has embedded accountability and competence in platform design and management. The latest update reinforces those principles and ensures that safety remains central to piling and geotechnical operations.”
