Roger Bullivant Limited (RBL) has been appointed by Kier Construction to deliver the piling package for HMP Glasgow, the new prison that will replace HMP Barlinnie. The scope includes more than 4,700 driven precast concrete piles, with up to four rigs operating at peak. The facility is planned to accommodate 1,344 prisoners with completion targeted for 2028.

RBL has been involved since summer 2022, working with project engineer Curtins to develop a piled foundation solution for the brownfield site. After preliminary testing in early 2025, the contractor delivered an advanced works package of nearly 700 piles between March and April. Main works of around 4,000 additional piles were scheduled to start in July 2025. Pile lengths range from 6 to 16 metres.

The use of off-site manufactured precast piles was selected for speed, programme certainty and reduced site disruption, with sustainability advantages over cast-in-situ methods noted by the contractor.

“This is a flagship project for the business and a testament to the value of early contractor involvement,” says Gavin Hay, Scotland area manager at RBL. “Our long-standing experience in the region, combined with rigorous testing and collaboration with Kier, has enabled us to deliver a robust foundation solution for one of the most important public sector developments in recent years.”

Kier was appointed by the Scottish Government in February 2025 on a £683.8 million contract to deliver the new prison, designed to replace the 143‑year‑old HMP Barlinnie. The project is expected to complete in 2028.
