New body to oversee scaffolding and access training

The National Access and Scaffolding Confederation (NASC) has announced the creation of a new independent body to oversee scaffolding and access training, marking the most significant governance reform in decades.

The CISRS Quality Assurance Committee (CISRSQAC) has been established as a Sector Representative Organisation (SRO) to strengthen accountability and ensure that training under the Construction Industry Scaffolders Record Scheme (CISRS) continues to meet the highest industry standards.

The move follows a governance review launched in 2024 and the closure of the Assess and Scaffolding Industry Training Organisation (ASITO). The new model is designed to deliver employer-led, union-supported oversight, with participation from key stakeholders including CITB, ECITB, Unite the Union and the Scaffolding Association. Training centres in the UK and overseas will also be represented, ensuring consistent delivery across all locations.

Responsibilities of CISRSQAC will include:

  • Monitoring training centre performance and compliance with CISRS standards.
  • Advising on the development of new CISRS courses.
  • Supporting fairness and consistency in assessment and certification.
  • Responding to evolving regulation and industry practice.
  • Making research-led recommendations on training needs.

An independent Chair is expected to be appointed soon to provide impartial leadership, with the body meeting at least three times per year and publishing an annual review.

By putting employers, unions, and key stakeholders at the heart of decision-making, we are ensuring CISRS continues to deliver the gold standard for scaffolding training both in the UK and overseas.”

The reform comes at a time of growing focus on competence, safety and workforce development across the construction industry. With over 96,000 CISRS cards in circulation and 80+ training centres globally, CISRS remains the leading certification scheme for scaffolding and access, recognised as part of the CSCS Alliance.
